Torch extinguished on second-home tax
Last week, the House of Representatives tabled HB 1786, which would have created a new assessment on residential properties valued over $1 million that are not used as a primary residence for at least 183 days per year. Revenue created from this new tax would have gone to various housing programs. In a highly unusual situation, the bill never had a hearing due to clerical error.
Two other bills, HB 1580 and HB 1707, which also sought to impose new taxes on second homes, had already been killed previously by the House of Representatives. NHAR opposes these bills as they create a higher tax rate based on how the property is used, therefore treating identical properties differently while having little to no impact on housing inventory.

Buyer Representation course scheduled for March 5
Class approved for 3 New Hampshire CE credits
NHAR's year of monthly Zoom CE classes continues with the three-credit Buyer Representation course, scheduled from 9 a.m. to noon on Thursday, March 5, with instructor Monika McGillicuddy. There is no cost for New Hampshire Realtors.

In this class, Monika and attendees will explore the evolution of Agency Law and the birth of Buyer Agency. Students will learn to establish their worth by becoming a savvy advocate for their buyers, elevating their expertise and redefining their approach to buyer representation in the ever-evolving real estate landscape.

New Reporting Requirements
The rule, which includes certain professionals and certain transfers, went into effect March 1.
Starting on March 1, 2026, certain professionals involved in real estate closings and settlements will be required to submit reports to the federal Financial Crimes Enforcement Network (FinCEN) regarding certain non-financed transfers of residential real estate to legal entities or trusts under a process known as the Residential Real Estate Rule.

While real estate agents and brokers generally won’t be the ones to fill out and submit the paperwork, the new rule is still likely to affect your business.
